Conditions of Participation

By participating in The National HealthTech Challenge 2018 (or the "Challenge"), you agree to the conditions stated below. Note that "you", "your team" or the "Participant(s)" refers to the Challenge participants. "We" or "us" refer to the Organiser, collectively, the Integrated Health Information Systems (IHiS) and all our appointed partners.

What Is the National Healthtech Challenge 2018?

The National Healthtech Challenge 2018 (or the "Challenge") aims to bring together like-minded people from the public healthcare institutions and solution providers to solve real health-related challenges and provide "Better Health, Better Care, Better Lives" for Singaporeans. Participants will get to ideate, co-create and validate health IT solutions that could be eventually scaled for nationwide deployment in the future.

What are the Challenge Themes?

a. Beyond Healthcare to Health To promote active ageing and healthy living through preventive health and disease management

Current Situation: Singaporeans are now living with ill health longer - 1.5 years longer than in 1990. A healthier nation requires less of the healthcare system. To do this, we need to arrest the causes of ill health early and reduce the progression of long-term chronic diseases. Thus, it is important for the focus to be shifted from healthcare to health.

Challenge: How can we design or develop a more holistic approach, including but not limited to mental, physical, preventive and financial health interventions, so as to help and support Singaporeans to lead healthier lives?

b. Beyond Hospital to Community To enable the transformation of care through care integration across providers, moving care beyond the hospital, to the community

Current Situation: With the rising ageing population, there is an increasing strain on our hospital resources. Thus, there is a need to transform our healthcare delivery system from one that is built around the hospital, to one that is directed at meeting the needs of Singaporeans - make it easier for patients to access appropriate care, help them recover faster, and enhance health outcomes while keeping costs affordable and sustainable.

Challenge: How can we design or develop interventions that enable Singaporeans to receive appropriate care in the community and closer to home, so that they can stay well, recover faster and avoid frequent hospital admissions?

c. Beyond Quality to Value To deliver value to patients through appropriate care and the efficient use of clinical resources and manpower

Current Situation: Our healthcare budget has more than doubled from $4.7 billion in FY12 to $11 billion FY17. This has come about partly because of ageing, and the need to invest in infrastructure, but also because of Government's policy shift to take on a greater proportion of healthcare costs. As the healthcare system is undergoing transformation, there is a need to look at the long-term implications on sustainability.

Challenge: How can we design or develop interventions to give every Singaporean the best value, while keeping our healthcare system sustainable?

Who Can Participate?

Teams must meet all the following eligibility requirements in order to be selected to compete.

a. Participant: Problem Statement Owners (Seeker)

  • All professionals representing any public healthcare institutions (PHIs) across the healthcare clusters and AIC. Participant must hold a primary appointment and be salaried by one of the following organizations local public hospital; public health institution; or national specialty centre.
  • Each Seeker team shall comprise of at least two (2) but no more than five (5) members; and should preferably have diverse background (including clinical, technical and business).
  • There is no limit to the number of teams that each PHI or AIC may send to participate in the Challenge. Each team may only submit 1 problem statement.
  • Problem statements beyond the 3 stated Challenge themes are also acceptable; in which case the team must provide details of the current situation and pain-points faced.
  • Each Seeker team may either indicate their preferred Solver team (explained below) during submission of their problem statement or be "match-made" / paired with one at a later stage by the Organiser. The pairing of the Seeker and Solver teams will be at the Organiser�s sole discretion.

b. Participant: Solution Providers (Solver)

  • Each Solver team shall comprise of at least one (1) member from the Research Institutes (RIs), Institutes of Higher Learning (IHLs), or Companies (Start-ups/SMEs/MNCs). There is no prescribed maximum number of members for each SOLVER team though it is recommended that each team shall have no more than three (3) members.
  • There is no limit to the number of Solver teams from each RI, IHL or Company. Each Solver team may only submit 1 proposal.
  • Each Solver team must indicate clearly the problem statement that their proposal aims to address and when shortlisted, the Solver must be willing to be paired with and work with the Seeker team who owns the problem statement.

Key Milestones

How To Participate?

  1. To participate in the Challenge, both Seekers and Solvers are to provide their submission (i.e., the problem statements and proposals, respectively) online.
  2. Each team is eligible to submit one problem statement (in the case of a Seeker) or one proposal (in the case of a Solver). In the event of multiple submissions by a team, the last submission made by the Participant will be considered for evaluation.
  3. All timings indicated are in the Singapore time zone (+0800 GMT).
  4. All submissions must meet the following general conditions:
    • Incomplete or indecipherable submissions will be deemed invalid and the Participant that submits the said submission(s) may be disqualified from participating in The National Healthtech Challenge 2018.
    • All submitted materials and presentations must be presented and/or submitted in English language unless otherwise specified by us.
    • Your team is required to make an oral presentation of your initial concept/prototype during the Semi-Finals judging of the Challenge.
    • The content of your team's submission and any supporting materials must be acceptable for all viewing audiences. Any team that submits any submission or any supporting materials that contains text, sound or images that the Organiser (in our sole discretion and for any reason) regard as vulgar, offensive, or inappropriate for public viewing or publication on the internet, or that presents us in negative light, will be automatically disqualified and/or removed at our sole discretion.

  5. By submitting a submission in this Challenge, you represent to us and confirm in good faith that, to the best of your knowledge and belief:
    • Your team's submission meets all requirements set forth above and in the Conditions for Participation; and
    • Your submission is comprised of your team's original work and does not infringe on the intellectual property rights of any person or third party; or
    • If your submission includes any material created by someone who is not part of the your team, your team has obtained all necessary consents, approvals, and/or licenses required for your team to include that materials in your team's submission.

  6. Any Challenge submission that does not fulfil any of the above conditions will be deemed ineligible and the Participant that submits the said submission(s) may be will be disqualified.

Intellectual Property Rights

Copyrights & Permissions

  1. If a team uses copyrighted materials and/or images from a third-party in their submissions or presentations, they must obtain permission and authorisation in advance from the owners of the copyright to use this material.
  2. The Organiser does not assume any liability arising from infringement of any intellectual property rights by the Participants.
  3. The Organiser and its affiliates have not taken, and do not intend to take, any steps to verify the adequacy, accuracy or completeness of any information, materials or statements presented by any team. Every team is fully responsible for ensuring its own compliance with all applicable country laws and it is the team's sole responsibility to ensure compliance with any and all laws that are applicable in that jurisdiction. For avoidance of doubt, the Organiser does not give investment advice, endorsement, analysis or recommendations with respect to any securities and is not a broker, venture fund or a legal or investment advisor.

Other Conditions

By entering this Challenge you agree:

  1. To abide by these Conditions of Participation;
  2. To comply with IHiS' Privacy Policy, which can be found at
  3. To abide by and accept as final and binding on you, all of the decisions made by the Organiser on all matters related to this Challenge;
  4. These Conditions of Participation are governed by Singapore law and shall in all respects be construed in accordance with Singapore law and you hereby agree to submit to the exclusive jurisdiction of the courts of Singapore in all matters relating to this Challenge;
  5. To be fully liable for and at all times fully indemnify and hold harmless the Organiser, their respective directors, officers, employees, agents and partners from any and all incidental or consequential loss, claims, liability or damage whatsoever that may arise as a result of your/your team's participation and conduct, including but not limited to any breach of the Conditions of Participation and any applicable law in connection with the Challenge;
  6. To accept all risks of personal injury or property damages of any nature whatsoever that may arise from your making or creation of the entry or participation in this Challenge and you will not in any way hold the Organiser responsible for any liability, loss, damage, expense and cost which you may sustain or incur as a result of your participation, except for liability which cannot be excluded by law;
  7. To be fully liable to the Organiser, and their respective directors, officers, employees and agents and sponsors for any violation of confidentiality, patent, copyright or any other intellectual property rights in the Challenge submission or submissions submitted and to defend, indemnify and hold the Organiser and each of their respective directors, officers, employees and agents thereof harmless from and against any actions, claims, loss or damages for infringement of alleged infringement of such confidentiality, patent, copyright or any other intellectual property rights;
  8. To keep the Organiser and their respective directors, officers, employees and agents indemnified against any and all such claims by third parties for any losses or damages arising from your submission of the Challenge entry, your participation in the Challenge, and the Organiser's evaluation of the Challenge entry;
  9. That if, for any reason, any aspect of the Challenge is not capable of running as planned, including by reason of infection by computer virus, network failure, bugs, tampering, unauthorised intervention, fraud, technical failures or any cause beyond the control of the Organiser which corrupts or affects the administration, security, fairness, integrity or proper conduct of the Challenge, the Organiser may at its sole discretion cancel, terminate, modify or suspend this Challenge, or invalidate any affected submissions, and shall not be liable for any claims, action, damage, or loss as results of such cancellations, termination, modification, suspension or invalidation;
  10. That the Organiser shall not be responsible for any loss, damage, cost or expense howsoever arising incurred by you in connection with this Challenge, including the collection and subsequent use of the awarded prize, and any unreadable, incomplete, mutilated, tampered or irregular entry, any breakdown or malfunction in any computer system or equipment and any notice which is misdirected or lost;
  11. That no third party that is not a party to this Agreement shall have any right under the Contracts (Right of Third Parties) Act Cap. 53B to enforce any term of this Agreement;
  12. To allow the Organiser (or any third party acting on the Organiser's behalf) to publish your actual name, nationality, age and/or photograph online, in print, or in any other media, in connection with publicity relating to this Challenge without any payment or compensation to you;
  13. To allow the Organiser (or any third party acting on the Organiser's behalf) to use information that you provide during the course of the Challenge to be used for marketing purposes. If you do not consent to such use, you should not participate in this Challenge;
  14. To allow the Organiser (or any third party acting on the Organiser's behalf) to:
    • take photographs, videos and/or make electronic recordings of the event of you/your team during the Challenge;
    • use of you/your team's photos, videos, and other media for educational, promotional, and commercial purposed;
    • retain full ownership rights of such photographs and recordings without any payment or compensation to you; and
    • broadcast and publish at the Organiser's (or any third party acting on the Organiser's behalf) sole discretion any or all of such photographs or recordings on any media to showcase the Challenge for promotional purposes.; and
  15. To participate in publicity activities relating to this Challenge (or other future publicity activities) without any payment or compensation to you.
