    Technology is growing in its importance as a key enabler in transformative health and healthcare programmes. In the face of critical challenges posed by a rapidly ageing population and an increasing chronic disease burden, how can technology and innovation support preventive health and enhance care beyond the hospital to the community in Singapore?

    HealthTech X was held virtually from 12 to 13 October 2021 where international and Singapore-based leaders in public and private healthcare discussed and exchanged ideas on IT strategies, innovation, challenges and integration. Policymakers, healthcare providers, technologists and innovators at HealthTech X engaged the audience online in though-provoking conversations and deep dived into a wide range of topics, including the latest HealthTech programmes, new models of care, emerging healthcare technologies and new opportunities that will redefine tech for better health.

    Over two days of rich content, HealthTech X delivered an interactive eXperience for attendees to network virtually with like-minded peers from the healthcare and technology industries, eXplore emerging innovations to transform health, and collaborate to eXpand accessibility to healthcare in the community.

    Highlights of HealthTech X 2021


    HealthTech X is a flagship Health IT forum organised by Integrated Health Information Systems (IHiS), Singapore's national technology agency for public healthcare, and supported by the Ministry of Health, Singapore. HealthTech X seeks to inspire the healthcare community with new ways technology can be adopted in moving Singapore towards One Healthcare System to deliver better care and better population health.

    Formerly named National Health IT Summit which had ten successful runs, the event has grown in scale and significance over the years. HealthTech X is now the premier platform for the exchange of ideas and strategies among leading thinkers and practitioners from healthcare institutions, corporations and government agencies in Singapore and internationally.

    Mr. Chua Chee Yong


    Director, Strategy, HITMAP, Alliance, Planning and Exploration Integrated Health Information System (IHiS) Pte Ltd


    Mr. Chua helms the SHAPE Group at IHiS covering Strategy, HITMAP, Alliance, Planning and Exploration. He shapes the Singapore Healthcare ecosystem through focused strategy, driving the Health IT Masterplan (HITMAP) to guide MOH on the IT portfolio investment, forming alliance with industry to drive innovation and leading the planning effort on selected strategic initiatives to support Singapore’s Health Care vision of ‘Better Health, Better Care and Better Life’. Mr. Chua also oversees and manages engagement with ministries, research institutions and industry partners, both locally and globally, to facilitate opportunities for collaboration and explore emerging technologies for the healthcare ecosystem.

    Prior to his current appointment, Mr. Chua was a Managing Director for a global IT consulting firm, Accenture. He also held several leadership positions in various industries, dealing with clients in the Asia Pacific region. He has led many large-scale IT consulting and implementation projects, assisting government agencies and regional Multi-National Corporations (MNCs) on their IT Strategy and in streamlining their IT systems.

     

    Mr. Masagos Zulkifli


    Second Minister for Health


    Mr. Masagos entered politics in 2006, after being elected as Member of Parliament for Tampines Group Representation Constituency, and was appointed Senior Parliamentary Secretary for the Ministry of Education. Prior to that, Mr. Masagos was working in Singapore Telecommunications Limited and last held the position of CEO, SingTel Global Offices. From 2008 to 2014, Mr. Masagos held other positions in the Singapore Government, within the Ministries of Foreign Affairs and Home Affairs. He was appointed Minister-in-Charge of Muslim Affairs in May 2018. From October 2015 to July 2020, Mr. Masagos was Minister for the Environment and Water Resources. He took on his current appointment on 27 July 2020.

     

    Mr. Bruce Liang


    Chief Executive Officer, IHiS


    Mr. Bruce Liang is the Chief Executive Officer (CEO) of Integrated Health Information Systems (IHiS) Pte Ltd. Mr Liang also held concurrent appointments as the Chief Information Officer of the Ministry of Health Singapore (MOH) from Feb 2013 to Sep 2020, and the Chief Information Officer of MOH Holdings from Feb 2013 to Oct 2016. Bruce helps to advance Singapore’s healthcare IT to support better population health and health administration. Prior to joining MOH and IHiS, Bruce was with Accenture for 19 years. He held various leadership roles, including Managing Director of ASEAN Products Practice as well as the Health and Public Sector Practice in Asia Emerging Markets. He has extensive experience in complex and large scale enterprise planning and Business-IT transformation programs for Governments and large businesses across Asia.

    Bruce graduated from the National University of Singapore (NUS) Department of Information Systems and Computer Science (DISCS). He serves and advises on the Executive Committee of Singapore Computer Society (SCS), IMDA’s Governing Council of TechSkills Accelerator (TeSA), NUS School of Computing Industry Advisory Committee (IAC), Advisory Board of the NTU Ageing Research Institute for Society and Education (ARISE) and LccL Coding Academy. He is currently also serving on the Boards of Assurity Trusted Solutions Pte Ltd, SelfDrvn and IHiS. He was formerly a board member of the Government Technology Agency of Singapore (GovTech) and Accounting and Corporate Regulatory Authority (ACRA).

     

    Dr. John D. Halamka, M.D., M.S.


    President, Mayo Clinic Platform


    Dr. John Halamka is an emergency medicine physician, medical informatics expert and president of the Mayo Clinic Platform, which is focused on transforming health care by leveraging artificial intelligence, connected health care devices and a network of partners.

    In his role at Mayo Clinic, Dr. Halamka oversees the future direction of the Mayo Clinic Platform that will help establish Mayo Clinic as a global leader in digital healthcare. Dr. Halamka has been developing and implementing health care information strategy and policy for more than 25 years.

    Prior to his appointment at Mayo Clinic, he was the Executive Director of the Health Technology Exploration Center for Beth Israel Lahey Health, Chief Information Officer at Beth Israel Deaconess Medical Center, and International Healthcare Innovation Professor at Harvard Medical School.

    Dr. Halamka completed his undergraduate studies at Stanford University, earning his medical degree at the University of California, San Francisco, and pursued graduate work in bioengineering at the University of California, Berkeley. He completed his residency at UCLA-Harbour Medical Center in the Department of Emergency Medicine. He is a member of the National Academy of Medicine.

     

    Mr. Chan Yeng Kit


    Permanent Secretary (Health) MOH


    Mr. Chan Yeng Kit was appointed Permanent Secretary (Health) in December 2019. Prior to this, he was Permanent Secretary (Defence) from 2013 to 2019, Permanent Secretary (Defence Development) from 2012 to 2013, and Permanent Secretary (Information, Communications & the Arts) from 2008 to 2012.

    Mr. Chan’s career has spanned a range of appointments in Government, the labour movement, and the private sector. These include management positions in the Public Service Division, National Trades Union Congress, Singapore-Suzhou Township Development Pte Ltd, Ministry of Trade & Industry, Ministry of Defence, and Ministry of Education. He was Chief Executive Officer of the Infocomm Development Authority of Singapore from 2005 to 2007.

    Mr. Chan graduated with First Class Honours in Mathematics from the University of Tasmania, earned his Master in Public Administration from Harvard University, and completed the Advanced Management Programme at the Wharton School of the University of Pennsylvania. He was awarded the Singapore Armed Forces National Serviceman of the Year Award in 1999, conferred the Public Administration Medal (Silver) in 2000, and the Public Administration Medal (Gold) in 2010.

     

    Prof. Tan Chorh Chuan


    Chief Health Scientist MOH


    Professor Tan Chorh Chuan was appointed as the inaugural Chief Health Scientist and concurrently, Executive Director of the new Office for Healthcare Transformation in Singapore’s Ministry of Health since 1 January 2018. He is also the Chairman of the Human Health and Potential Executive Committee which oversees Singapore's health and biomedical sciences research initiative.

    Prof. Tan was President of the National University of Singapore from 2008 to 2017, and Provost of NUS from 2004-2008. He has served in senior leadership roles in the healthcare and biomedical sciences sectors including as Chairman of the National University Health System from 2011-18, Deputy Chairman of the Agency for Science Technology and Research (ASTAR) from 2004 to 2018 and Dean of the NUS School of Medicine from 1997-2000.

    He was Director of Medical Services in the Ministry of Health from 2000-2004, in which capacity he led the public health response to the 2003 SARS epidemic. He is a member of the Boards and Advisory Boards of several international organisations. A renal physician-scientist, Prof Tan obtained his medical training at NUS, and research training at the Institute of Molecular Medicine, University of Oxford. He is the first Singaporean to be elected as an international member of the US National Academy of Medicine

     

    Ms. Ngiam Siew Ying


    DS (Policy), MOH CEO-Designate Integrated Health Information Systems (IHiS) Pte Ltd


    Ms. Ngiam Siew Ying joined the Public Service in 1999. She is currently the Deputy Secretary (Policy) in the Ministry of Health. In this role, she oversees areas in the Ministry concerning systems planning, financing and corporate policies. From 1 Jan 2022, Ms. Ngiam will take up the role of Chief Executive of the Integrated Health Information Systems (IHiS).

    Ms. Ngiam was previously Senior Director of the National Population and Talent Division (part of the Strategy Group in the Prime Minister’s Office) where she oversaw policy issues related to population and demography. Prior to that, she was with the Ministry of Transport, where she was Deputy Director of Sea Transport and later Director of Land Transport. She has also held past appointments at the Ministry of Defence, and the Defence Science and Technology Agency.

     

    Dr. Tham Tat Yean


    CEO & Family Physician, Frontier Healthcare Group Fellow, MOH Office of Healthcare Transformation Senior Consultant, MOH Primary & Community Care Division


    Dr. Tham Tat Yean is CEO and co-founder of Frontier Healthcare Group. He is also a practising Family Physician. He currently serves as Fellow in the MOH Office of Healthcare Transformation and as Senior Consultant with the MOH Primary and Community Care Division (both part-time appointments). He chairs the Primary Care Network Council and co-chairs the National GP Advisory Panel.

    Dr. Tan is also serving in several other Ministry of Health and public healthcare institution committees. He is an Associate Programme Director in the NUHS Family Medicine Residency Programme and a Visiting Family Physician to the NUHS Department of Family Medicine. He has previously served in the Councils of the College of Family Physicians Singapore and the Singapore Medical Association and was a Board Member of Agency of Integrated Care from 2009 to 2012.

    Dr. Tham's current area of interest is in the development of collaborative models of primary care with various community entities and public healthcare institutions, with a vision of transforming primary care to meet the healthcare challenges of an ageing population.

     

    Mr. Ong Leong Seng


    Chief Technology Officer
    MOH


    Mr. Ong Leong Seng is the Chief Technology Officer at Singapore’s Ministry of Health, with a concurrent appointment as Director, National Chief Architect Office. As the HealthTech leader for the ministry, he plays a critical role in developing the Ministry’s technology vision, strategic direction and future growth in technology to strengthen the healthcare sector’s capabilities. He is also actively involved in the formulation of the national digital health masterplan, setting sector-wide IT standards and guidelines to drive sector guidance and governance. Through the architect office, he provides leadership in the establishment and alignment to National Architecture and Standards.

    Prior to his current appointment, Mr. Ong helmed the Delivery Group at Integrated Health Information Systems, and oversaw the architecture and solution governance, programme and project implementation, infrastructure services and support. He was responsible for the day-to-day operations of over 700 IHiS-managed systems for Singapore’s public healthcare sector.

    He has more than 20 years of experience in the design, development, implementation and operations of large-scale enterprise-wide IT systems. These include mission-critical clinical systems, cloud-services, broadband networking, e-commerce and logistic tracking systems.

    Mr. Ong was a National Computer Board scholar who graduated from the University of Illinois at Urbana-Champaign with a Master of Science (Computer Science), Bachelor of Science (Computer Engineering) and International Minor in Japanese.     Mr. Robert DeMichiei is the retired Executive Vice President and Chief Financial Officer of University of Pittsburgh Medical Center (UPMC), a $24B+ nonprofit health system and leading health care provider and insurer. During his time at UPMC, Rob implemented best practices in controllership, with UPMC achieving voluntary SOX 404 certification in 2006. He also led UPMC’s activity-based costing/service-line implementation and consumerism initiatives. In addition to Finance, Rob led the Supply Chain Management and Revenue Cycle functions, driving integration, technology infusion and process improvement/efficiency throughout the organisation. Rob’s teams created a number of healthcare technology solutions, three of which were commercialised and spun-off.

    Before his 16- year tenure at UPMC, Rob held various executive roles with the General Electric Company (GE) and Price Waterhouse in Pittsburgh. Rob currently serves as a Board Director for Waystar, where he is the Audit, Compliance and ESG Committee Chair, AAA East Central and Auto Club Enterprises. Prior to joining Health Catalyst, she helmed the role of Assistant VP at Intermountain Healthcare responsible for Clinical Services and the system Clinical Operations Director for Cardiovascular and Intensive Medicine. Holly’s leadership roles at Intermountain and Health Catalyst enables her to affect change at a system level. Holly also co-founded and was a Principal in HMS, Inc, a healthcare strategic consulting firm focusing on population health.

    Dr. David Levine, MD MPH MA, is a practicing general internist and clinician-investigator at Brigham Health and Harvard Medical School.     As a medical director for strategy and innovation for the Brigham Health Home Hospital and co-chair of the Hospital at Home Users Group, David sees his role as helping patients achieve the right care at the right time in the right place by designing, implementing, and evaluating innovative interaction spaces among a care team, technology, caregiver, and a patient.

    David received his undergraduate degree from Pomona College in biology and politics. He earned his master’s in teaching in special and secondary science education and served as a high school chemistry teacher and science department chair in Chicago Public Schools. He received his medical degree from Washington University in St Louis and completed his residency at New York University and Bellevue Hospital in internal medicine - primary care. He completed a general internal medicine fellowship at Brigham Health and Harvard Medical School and received his master’s in public health at the Harvard School of Public Health.

    Dr. Tucker trained in Internal Medicine, Haematology, Oncology, and Stem Cell Transplantation at the UCLA Center for Health Sciences.
